Constitution and By-Laws of League
ARTICLE 1

Section 1
This organisation shall be known as :(NAME OF
YOUR LEAGUE)
Section ll - Object: To foster and maintain the
aims and ideals of amateur Shuffleboard players, both men and
women, and to present a friendly pastime to those interested,
either as players or spectators.
All games are to be played in the vicinity of ……………………………………….
And all players are to abide by the principles of good sportsmanship,
fair play, and the
Official Rules and Regulations of American Shuffleboard.

Officers and Election: The officers of the aforesaid
League shall be elected to serve for one year. The positions shall
be those of President, Vice President, Secretary and Treasurer.
The latter two offices may be combined for the best interest of
the League.

Section I - Duties of the Officers:
The President shall preside at all regular meetings. He shall
appoint the following committees: Financial, Grievance, and Promotion.
Each committee shall have 5 members, to be appointed from the
League at large. The Secretary is to be Chairman of the Promotion
Committee and the Treasurer, Chairman of the Financial Committee.
The Grievance Committee is to appoint its own Chairman.
Section II - The Vice-President shall
act on all matters concerning the President`s duties in the absence
of the President.
Section III - The Secretary shall keep
a true record of all matches. He shall be solely responsible for
all publicity and correspondence of the League.
Section IV - The Treasurer shall keep
a true and accurate record of all monies received and disbursed,
subject to the approval of the Financial Committee.

Section I - Membership of the League.
The League shall be composed of not less than 6 teams. A Sponsor
member may have more than 1 team.
Section II - Membership of Teams: A
minimum of 6 players. All Alternates must be registered player
members of the league.

Section I - Duties of the Committees:
Section I - Financial Committee: It shall be the duty of this
committee to audit the accounts of the Treasurer and make any
improvements in the League`s income or expenses.
Section II - Grievance Committee:
A. It shall be the duty of this committee to make final decisions
of eligibility all players.
B. To make decisions on all protests and disputes brought to it`s
attention.
C. To approve all schedules and play-offs.
D. To have jurisdiction over all questions that may arise and
are not covered by the Constitution and By-Laws and Official Rules
and Regulations. The President residing all meetings, is not entitled
to vote except in the case of a tie. Three members of the Grievance
Committee shall constitute a quorum, provided all its members
have had 24 hours notice of such a meeting.

GENERAL REGULATIONS
Section 1 - LEAGUE MAKE-UP

A. A League may consist of one of
the following:
Longboard (16-28ft)
B. Mixed teams of men and women may
compete with men`s teams on an equal basis in either the Men`s
Longboard.
C. Each League must be composed of
at least 6 teams and no more than 12 teams.
D. Each team in a League must be
composed of at least 6 players.
E. In the longboard divisions for
tournament purposes, only 22-foot shuffleboards will be used with
playing tops 20`8" by 20".
Section 2 - TEAM AND PLAYER STATUS

A. All teams must have their rosters
and affiliation dues in to the League secretary at least 5 days
prior to the first night of League play. Local affiliation dues
are paid on individual membership basis. Any player may be a member
of two teams, but will be required to pay individual affiliation
dues in both Leagues. Any team not having their roster or affiliation
dues (team or individual) in to the League secretary by deadline,
will lose 3 match points per match until roster is in and dues
are paid. Any additional players must be registered with the League
secretary, and dues paid 5 days prior to their first session of
play.
B. A player signed with one team
will not be allowed to play with another team sponsor and or the
approval of the Grievance Committee of the League.
C. If a captain or sponsor refuses
to release a player, the player may appeal to the Grievance Committee
of the League.
D. All such transfers, replacements
and recruitments of members must be completed before the official
deadline date to be established by the Local Executive Board of
the League.
E. Sponsors will be eligible as players provided they are properly
registered and signed as players.
F. Any team found guilty of using
players who are not eligible shall be penalised the loss of the
entire match.
G. A team taking the place of one
dropping out of the League will assume that team`s position in
the official standings, and the team affiliation fee will be pro-rated.
H. All players must carry League
Membership Cards for the current season at all times, and are
subject to challenge at any time during a match to prove their
identity to the satisfaction of the captain of the opposing team
or League officials. If the eligibility of a player is disputed,
he must prove his eligibility in 24 hours to the satisfaction
of the team captain, or the team in dispute loses the total match.
I. No League will make a general
ruling on the use of players. A League may issue a complaint against
experienced players whose ability is upsetting the standing of
said weaker League. Upon receipt of such complaint the Rules and
Grievance Committee will make a decision on the use of said player(s).
No League will make a deviation of the existing rules now standing.
J. Association secretaries, League
secretaries, sponsors and/or captains may file a protest of illegal
players.
K. If an individual or team drops
out of regular League play for the balance of the season, no refund
of entrance fees shall be paid.
L. Any team that forfeits 2 total
matches in League play will be automatically dropped from that
League, and ineligibile for post season play. All points won by
that team in the half, will be reversed and credited to the opposing
teams.
Section 3 - LEAGUE SCHEDULES

A. The Official Schedule for 6,8,10
and 12 team leagues will be followed by the leagues
B. The league season for all leagues will be divided into
two equal rounds with a winner for each round. In case of an uneven
schedule, (21 weeks for an 8 team league), they will be allowed
to play 21 weeks; 11 weeks the first half and 10 weeks the second
half.
C. If there is a different winner in each half, the winners
of each half will play off for first and second place. A team
winning second place in both halves will automatically place third.
Should there be a different team in each half taking second place,
provided that neither team took first in either half, and assuming
that there is an award involved, these teams shall play off for
third and fourth places. Should the same team win both halves
and different teams take second place in each half, the two second
place teams will play off for second and third places. Should
a situation occur which is not covered by the above, it will referred
to the Grievance Committee for a ruling or decision on how a play-off
will be made by grievance procedure.
D. A regular starting time for each
league match will be agreed upon in advance by sponsor members
and team captains, and this will be considered the official time
from which all lateness and delay penalties will accrue.
E. A good reason and/or24 hours notice
must be given for a team match to be postponed. Postponed matches
must be played within 15 days and teams will agree among themselves
as to the rescheduling of such matches. Failure to abide by this
regulation will result in forfeit of the match by the team responsible
for the postponement, subject to a duly rendered decision by the
Grievance. In an emergency, an agreement by the two team captains
will suffice.
F. Sponsors with two teams in the
same league or two teams the same night in the same size leagues,
but different leagues, must have the numbers shown here.

Section 4 - GRIEVANCE COMMITTEE Back

A. Each league shall have a Grievance
Committee composed of the captains and/or sponsors of each team
in the league.
B. General
All League Grievances must be submitted to the League Secretary
in writing within 48 hours after the dispute has occurred, except
protests involving the use of unqualified players, which must
be submitted within a reasonable time.
1. The team Captain or Sponsor must submit a written protest
to the League Secretary within the above described time, in
which the basis and substance of the protest shall be described.
2. Upon receipt of such protest, the League Secretary shall
notify the Vice-President of their District, advising the contents
of the protest. The Vice-President shall then request the League
Secretary to call a meeting of the Captains (or Sponsors) of
each team in the League involved, giving at least 24 hours notice
of such meeting.
3. The Vice President shall chair the meeting and the League
Secretary shall keep a written record of the results of the
issue and submit same along with written protest to the Vice
President of the District for use in case of appeal.
4. Such meetings must have a majority attendance and only Captains
not involved in the dispute shall have a vote. (Decision by
majority vote.)
5. All votes shall be by secret ballot. In case of a tie, a
second ballot will be taken and the Chairman shall at that time
also cast a ballot.
6. This will be the only procedure to follow.
A. The team captain will be appointed
by the sponsor or by election by team members and, if requested,
will act for the sponsor at all league meetings. (Note: Should
the sponsor so desire, he may represent himself at meetings, but
should both the sponsor and captain be present at a meeting, only
one of them will have the privilege of voting.)
B. The team captains of both opposing
teams in a match shall act as referees for that match provided
the league has no provisions for an impartial and authorised referee.
In the event a dispute cannot be settled by them within 10 minutes,
the dispute is forwarded to the Grievance Committee for a decision
and the match is resumed under protest.
C. Captains must carry with them
a full roster of players on their teams and be prepared to submit
this list to the captain of the opposing team at any and all times
during the playing of a match. The Captains will follow grievance
procedure if match is played under protest.
D. The captain will authorise a representative
to take his place at a league meeting in the event neither he
nor the sponsor is able to attend.
E. Team captains are responsible
for the collection and payment of all affiliation and league dues
and to deliver said monies to the league secretary.
Section 6 - LEAGUE SECRETARIES

A. League secretaries shall remit
to the Local Association Secretary the individual membership and
sponsor fees.
B. The league secretary shall upon
receipt of the rosters and membership dues, fill out membership
cards with the players names and addresses, and return said cards
to the sponsors.
C. The league secretary shall issue
and send the team standings each week to the team sponsors and
the Association secretary, and to keep a correct record of all
proceedings in the league.

Methods of Play
Section 1 -
COMMON COURTESY Back

A. All generally accepted rules
of good sportsmanship and good conduct will apply at all times
in league play.
B. It is to be considered common
courtesy for each player to step back from the board after he
delivers a weight in order to give his opponent freedom of the
board in every respect, with no interference while shooting. The
player not having the last shot shall stay at his end of the board
until his opponent has delivered his last weight.
C. The Grievance Committee of the
league shall, by majority vote, have the power to disqualify and
bar from further league play any member or team who disregards
the accepted and normal courtesies in any way implied herein;
or for un-sportsmanlike conduct; or for misconduct of any nature
which may be considered detrimental to the well-being of other
participants and spectators or injurious to the reputation of
the league.
The foregoing shall, in part be construed to mean that no audible
comments, remarks or un-sportsmanlike gestures shall be made before
or during a shot. Violation of this common courtesy will be subject
to a minimum penalty of forfeiture of one match point from the
total match points.
Section 2 - GENERAL RULES OF PLAY

A. For the purpose of Official league
play, the following definitions will apply:
"Match" The total contest between two teams, consisting
of 9 games. During league play the contest will be decided by
the largest number of match points. During tournament play the
contest will be decided by the best 5 out of 9 games. The league
will have a choice of playing 9 games and 9 points, or 9 games
and 12 points.
"Game" Will consist of 17 or 21 points (to be determined
by each league prior to the start of league play). The first team
to reach or exceed this total is the winner.
"Round" When all eight weights have been delivered
from one end of the board, a round will have been completed and
scores noted.
B. A team will consist of at least
6 players, with as many eligible players as desired.
C. All games will be played as double
contests, with one member of each team at either end of the board
at a time.
D. Each team will consist of 3 sets
of double players. Each of these 3 sets will be designated by
the team captain as "A" "B" "C".
These doubles teams will then meet the opponent according to the
following system of rotation, with "Team 1" being visitors:

Game 3 "C" " "C"
Game 4 "A" " "B"
Game 5 "B" " "C"
Game 6 "C" " "A"
Game 7 "A" " "C"

E. All boards shall be cleaned of
old powdered wax and new powdered wax applied before the start
of each game played. The same type of wax used in practice will
be used in league play.
F. Before the start of each match
the referee appointed by the league, or by agreement of both captains,
will discuss rules point with both captains. It will thereupon
be agreed that any decision rendered by said referee will be final
and that any protests to his decisions will be made strictly in
accordance with the Grievance Committee machinery set up for the
league. Should there be no referee, both captains will act as
referees.
G. The home team shall shoot first
in regular league play. Visitors shall have the choice of colour.
In subsequent games of the match the team winning the previous
match will shoot first for the following game, and so on throughout
the match, with play commencing from the end of the board where
weights rested from previous rounds of play.
H. For the second half all succeeding
games, the winning team of the previous game must shoot first;
play commences from the end of the board where weights rested
from previous rounds of play.
I. At the completion of a round of
play, play is resumed at the opposite end of the board, with the
player whose partner won the previous round shooting first.
J. A player starting at one end of
the board will play from the opposite end in the next game in
which he plays, unless he was replaced with a substitute. The
rotation stays the same.
K. Visitors will be entitled to complete
use of the home board for practice purposes for one-half hour
prior to the start of the match. If two or more visiting players
are present 30 minutes or less prior to scheduled start of the
match and are denied the use of the board the home team are forfeited
one match point from their total score. If the home team loses
12-0, one point shall be deducted from their league standing.
In case of a second violation by the same sponsor the one match
point penalty shall apply and the grievance committee shall consider
further action.
L. Any team which causes a delay
of 15 minutes at the start of any match will forfeit one match
point and one match point for every 5 minutes thereafter.
M. Each player will be limited to
no more than 1 minute delay between shots subject to a 1 minute
match point forfeiture for each violation of this rule, unless
exonerating circumstances prevail.
N. Linueups for each game must be
exchanged between captains before the start of each league game.
O. All rules' regarding method of
play apply to both Cushion Board and Longboard divisions, with
the exception that in Cushion Board play a weight must be banked
off either side cushion once, before striking a weight, but no
more than once, before it can be considered a legal shot.
Penalty For Unfair Tactics
1. Attempting to gain unfair advantage
by tampering with the level of the table and/or altering the wrights
so they no longer meet league specifications.
Penalty: Loss of match or matches including prizes and/or suspension
of membership.
2. A player(s) who libels or utters
slanderous accusations against an official, or officials, number
or members of an organisation affiliated with the league, which
cannot be substantiated by sworn facts in the case, shall be deemed
unworthy of retaining membership in the league.
3. Any person who plays under an
assumed name, who plays under the name of an entrant scheduled
to play in a sanctioned league or tournament but unable to attend,
or who is under suspension or any team who employs a person herein
described, both the person individually and the team collectively
shall forfeit the match or entry. All persons who were involved
in the affair and found guilty may be suspended from membership
in the league.
4. When any officer or player who
embezzles, defalcates, or absconds with fund or property entrusted
to him, he shall be liable for indefinite suspension from membership
in the league.
5. Tables Must Not Be Defaced
No one shall introduce on any part of the board or table any
substance, which will have a tendency to injure, disfigure or
place the table in such condition as to the possibility of other
players being able to take advantage of unusual conditions.
Penalty: Suspension from membership in the league.
Section 3 - METHODS OF SCORING

A. The home team will provide the
scorekeeper whose duty it will be to fill out the Official Score-sheet
in triplicate with names, initials and figures plainly written.
Both team captains must sign the score-sheets (supplied by home
team) at the conclusion of the match. The original copy goes to
the league secretary and the team captains retain one copy each.
The home team shall be responsible for getting score sheet to
the league secretary within 24 hours. Penalty, forfeit 1 point
from league standings.
(Note: In the even an electric or manually operated scoreboard
is available, it is recommended that a member of the visiting
team operate it.)
B. At the completion of a "round"
the leading weight (or weights) of the forward colour shall be
scored according to its position in the scoring areas, scoring
only the sum total of all leading weights of that colour.
C. In the event of a tie at the end
of a round, or if no weights remain on the playing field, no score
is counted, and play is then resumed at the opposite end of the
board in the usual manner, except that the privilege of shooting
last changes hands: i.e., if Team 1 had the "hammer"
in the tie round, Team 2 gets the hammer in the following round.
D. There shall be two horizontal
lines at each end of regulation shuffleboard. The front line is
known as the "deuce" line (foul line) and the line nearest
the end of the board is called the "trey" line (line
dividing 3 zone and 4 zone). These lines are spaced out at 6 and
12 inches from the end of the long board (4 and 8 inches from
the end of the Cushion Board)
D1 (New Rule Established
2002) The first stone played by each team cannot be struck if it
lands in the 1-point zone. Reason: this allows a player to create
a guard for their second and subsequent shots. If the first stone
lands farther than the one zone the opposing player may knock of
the stone if they wish.
E. Weights touching
or in front of the "deuce" line (foul line) and completely
clear of the first foul line nearest the player shooting score 1
point.
F. Weights touching or in front of
the "trey" line (line dividing 3 zone and 4 zone) and
completely clear of the "deuce" line (foul line) score
2 points.
G. Weights between the "trey"
line (line dividing 3 zone and 4 zone) and the end of the board,
but completely clear of the "trey" line (line dividing
3 zone and 4 zone) and not extending over the far edge of the board,
score 3 points.
H. A weight, any part of which extends
over the far edge of the board, scores 4 points and known as a "scoring
hanger" or "scoring shipper".
I. Whether or not a weight is resting
on a line must be determined by looking down directly over the top
of the weight from the playing end of the board.
J. In case of doubt as to whether a
weight is a "scoring hanger", the referees should use
the following method: Take a regular weight and place its playing
surface (bottom) against the end of the playing field. With no more
than one-half inch of the weight extending over the top of the playing
field, run the weight across the end of the playing field until
it reaches and passes the vicinity of the scoring weight in question.
If the scoring weight is moved in any way by the testing weight
it is considered a "hanger" and is scored 4 points.
K. Close weights should be judged by
using the T-square in order to determine which weight is ahead.
L. The match scoring method will be
used in determining league standings, providing the league is playing
match points, as follows:
1. 1 match point is given for each game won.
2. 1 match point is given for the highest total points scored by
a team during each set of 3 games completed.
3. In the event that both teams are tied for total at the end of
a 3 game set, each shall received ¼ match point only.
Section 4 - SHORT WEIGHTS

A. All longboards will be marked
with 2 "foul" lines, spaced 6 feet from each end of
the board.
B. All cushion boards will be marked
with a single "foul" line spaced equal distant from
either end of the board.
C. Any weight not completely clearing
the foul line nearest the player upon coming to rest after having
been delivered shall be considered an illegal weight and shall
be deposited in the gutter immediately.
D. Any legal weight, which may subsequently
be knocked back on the near side of the foul line by another weight
is then considered an illegal weight and must be deposited in
the gutter immediately.
E. Any weight, which is delivered
and clears the foul line, but subsequently bounces back into the
illegal zone and comes to rest after striking another weight(s)
or cushion is then considered an illegal weight and must be removed
from the board. However, its action upon any other weight or weights
before it bounced back into the illegal zone will be considered
legal.
F. Any weight not primarily supported
by the playing surface of the board shall be considered an illegal
weight and must be removed from the board.
Section 5 - SCORING AND RAIL HANGERS

A. A scoring hanger or rail hanger
is "dead" if it falls from the board before the opponent`s
following weight ceases motion. (Exception: See Paragraph C).
B. After opponent`s following weight
has been delivered and ceased motion, a scoring or rail hanger
is legal and must be replaced if falls from the board without
being hit by another weight.
C. Should a hanging weight fall from
the board for any other reason than being legally knocked off,
such as slapping the table, stamping on the floor, or any other
vibration, it is a legal weight and must be replaced in its original
position. (See penalty attached, Section 6, Paragraph G)
Section 6 - VIOLATIONS CARRYING
PENALTIES Back

A. While shooting, the lower half
of the player`s body shall not extend beyond an imaginary horizontal
line along the near edge of the playing surface, such line being
parallel to the scoring lines.
Penalty: Player will receive one warning from referee. If same
player again violates this rule, his team will forfeit one point
from its score. If team has no score at the time, its standing
will be known as "minus one", and deducted from its
subsequent scoring.
B. Playing weight must not be held
in hand while opponent shoots. Likewise, shooter may not hold
a weight in his free hand.
Penalty: One warning from referee, then one-point forfeit.
C. A player may not go beyond the
foul line nearest him at any time during the round, but may ask
or be advised of the position of weights by his partner only.
Penalty: One warning from referee, then one point forfeit.
D. Player while in the act of shooting
must not touch the playing surface of the board with his free
hand, although free hand may rest on the frame of the board.
Penalty: One warning from referee, then one point forfeit.
E. Player while in act of shooting
must not touch the playing surface of the board with his playing
hand either before during or after making a shot. At warning,
the board must be wiped down and re-waxed.
Penalty: One warning from referee, then one point forfeit.
F. Player preparing to shoot must
not rub any powdered wax off his hands onto the playing surface.
Penalty: One warning from referee, then one point forfeit
G. Player shall not cause any vibration
such as slapping table, leaning on table, stamping floor, etc.,
whether intentional or otherwise.
Penalty: No free warnings, forfeit one point and team is required
to shoot first in the next round.
H. A player may not touch a weight
in play while his partner or either opponent is shooting.
Penalty: No free warnings, one point forfeit.
I. A player may not touch the playing
surface or frame of the table while his partner or either opponent
is shooting.
Penalty: One warning from referee, then one point forfeit.
J. Players at the opposite end of
the board from the delivery of weights may not touch weights in
the gutter until the scoring for the round has been completed,
except upon direction of the referee.
Penalty: One warning from referee, then one point forfeit
K. A player may not re-spot or remove
any weight or weights from the board except upon the direct of
the referee.
Penalty "A" All weights shall be replaced in their
original positions and scored as usual, the offending player forfeiting
one point from his team score, and also being required to shoot
first in the next round, regardless of who scored.
Penalty "B" If, in the judgment of the referee, it
is impossible to replace the weights in their original positions,
the round must be replayed and the offending player is penalised
2 points from his team score, as well as loss of privilege of
shooting last in the next round.
L. No person other than a player`s
partner may offer direct coaching to the player.
Penalty: One warning from referee, then one point forfeit
M. It is understood that if any
of the above mentioned infractions are committed by members of
the participating teams who may not be engaged in play at the
time the same penalties are to apply to their teams.
Section 7 - NON PENALTY VIOLATIONS

A. Should a player accidentally
shoot an opponent`s weight, said weight must be replaced with
one of his own.
B. A weight thrown upside down is
a "dead" weight and must be removed from the board immediately.
C. If a weight thrown upside down
knocks off a weight already on the board, the weight knocked off
must be replaced in its original position and the upside-down
weight removed.
D. Should a weight be thrown off
the board and rebound back onto the playing field, it is a "dead"
weight and must be removed. Should the "dead" weight
knock off a weight already on the board, the weight knocked off
must be replaced in its original position.
E. Any weight or weights struck and
knocked upside-down must be replaced right side up. Same also
applies to a delivered weight.
F. Should a weight slip from a player`s
hand, while in the act of being delivered, the player will have
the privilege of another try, provided his arm has not moved in
a forward motion as in making a shot. Once a forward motion of
the arm is made, the weight is considered played, if released
from the hand and cannot be replayed.
G. A player shooting out of turn,
or delivering first weight when he has the privilege of last weight,
loses that privilege and must complete the round in the same rotation.
H. In cushion board play a weight,
which does not touch one side cushion or touches both cushions
before hitting a weight, after being delivered - is considered
a "dead" weight and must be removed from the board.
Any legal weights moved or knocked off in this manner must be
replaced in their original positions. In the event this cannot
be done, in the opinion of the referee, the round will be replayed.
Section 8 - SUBSTITUTIONS

A. Substitutions may be made by
the team captain, only before the beginning of a game.
B. Any player beginning a game must
complete the entire game unless a player is incompacitated for
reasons beyond his control.
C. No deviation from the rotation
system will be permitted.
D. Any player having once been replaced
by a registered alternate will be eligible to return to the line-up
only in the same rotation position (A, B, or C) in which he first
entered the match.
E. Any registered alternate who enters
a match in a particular rotation position (A, B, or C) must remain
in that same position for the remainder of the match, unless replaced
by another alternate or by the starting player he originally replaced.
F. The captains must tell the score-keeper
of any changes in the line-up before the game begins.
